Privacy Policy — Refer

Refer is Al-Sobh Hospital's referral system, used by the hospital's staff and by the staff of its partner organizations (for example nursing homes and insurers) to send and follow patient referrals. It is available as a website and as a phone app. It is not a public app: accounts are only created by the hospital for authorized staff.

What Refer processes

• Staff accounts: name, username, organization, and optionally a work email address and mobile number; sign-in history (time and network address) for security.
• Referral information entered by authorized staff: the patient's name, national ID, mobile number, diagnosis, requested services and medical documents. This is used only to coordinate the patient's care between the hospital and the referring organization.
• Activity records: who opened or changed which record and when, as required for medical-record security.

Where it is kept

All Refer data is stored on the hospital's own server in Saudi Arabia (Oracle Cloud, Jeddah region), encrypted in transit (HTTPS) and with encrypted backups. It is not sold, shared for marketing, or used for advertising, and Refer contains no advertising or tracking/analytics tools.

The phone app

• Face ID / fingerprint: checked by your phone only. Refer never receives your face or fingerprint data; the phone only releases a sign-in key, kept in its secure storage, after the check succeeds.
• Camera: used only when you choose "Scan document". The scan is sent to Refer with your referral and is not saved to your photos.
• Notifications: if you allow them, your phone's notification address is stored by Refer and notifications are delivered through Google Firebase Cloud Messaging (and Apple Push Notification service on iPhone). Notifications only say that something needs attention (for example "New referral to review") and never contain patient details.
• On the phone: patient information is not stored on the phone; documents open in a viewer inside the app and are not downloaded. On Android, screenshots of the app are blocked.

Text messages to patients

When a partner organization sends a referral, the patient may receive an SMS from the hospital about the referral, sent through the hospital's licensed SMS provider in Saudi Arabia.

How long it is kept

Referral and medical records are kept for as long as Saudi health regulations require. Staff accounts are disabled after 90 days without use and can be deleted by the hospital on request.

Your rights

Under the Saudi Personal Data Protection Law (PDPL) you may ask to see, correct or delete your personal data. Staff who want their account removed, and patients with questions about their referral information, can contact Al-Sobh Hospital's coordination team at sualtayeb@alsobh.com.

حوِّل هو نظام الإحالات في مستشفى الصبح، يستخدمه موظفو المستشفى وموظفو الجهات الشريكة (مثل دور الرعاية وشركات التأمين) لإرسال إحالات المرضى ومتابعتها. يتوفر كموقع إلكتروني وكتطبيق للجوال. وهو ليس تطبيقًا عامًا: الحسابات ينشئها المستشفى فقط للموظفين المصرّح لهم.

البيانات التي يعالجها حوِّل

• حسابات الموظفين: الاسم واسم المستخدم والجهة، واختياريًا البريد الإلكتروني ورقم الجوال للعمل، وسجل الدخول (الوقت وعنوان الشبكة) لأغراض الأمان.
• بيانات الإحالة التي يدخلها الموظفون المصرّح لهم: اسم المريض ورقم الهوية ورقم الجوال والتشخيص والخدمات المطلوبة والمستندات الطبية، وتُستخدم فقط لتنسيق رعاية المريض بين المستشفى والجهة المُحيلة.
• سجلات النشاط: من فتح أو عدّل أي سجل ومتى، كما تتطلبه حماية السجلات الطبية.

مكان حفظ البيانات

تُحفظ جميع بيانات حوِّل على خادم المستشفى في المملكة العربية السعودية (Oracle Cloud، منطقة جدة)، مشفّرة أثناء النقل (HTTPS) مع نسخ احتياطية مشفّرة. لا تُباع ولا تُشارك لأغراض تسويقية ولا تُستخدم للإعلانات، ولا يحتوي حوِّل على أي إعلانات أو أدوات تتبع أو تحليلات.

تطبيق الجوال

• بصمة الوجه أو الإصبع: يتحقق منها جوالك فقط، ولا يستقبل حوِّل أي بيانات عن وجهك أو بصمتك؛ يكتفي الجوال بإطلاق مفتاح دخول محفوظ في تخزينه الآمن بعد نجاح التحقق.
• الكاميرا: تُستخدم فقط عند اختيار «مسح مستند بالكاميرا»، ويُرسل المسح إلى حوِّل مع الإحالة ولا يُحفظ في صورك.
• الإشعارات: إذا سمحت بها، يحفظ حوِّل عنوان الإشعارات الخاص بجوالك، وتُرسل الإشعارات عبر Google Firebase Cloud Messaging (وخدمة إشعارات Apple على الآيفون). تكتفي الإشعارات بالتنبيه إلى وجود ما يحتاج متابعة (مثل «طلب إحالة جديد للمراجعة») ولا تحتوي أبدًا على بيانات المرضى.
• على الجوال: لا تُحفظ بيانات المرضى على الجوال؛ تُفتح المستندات داخل التطبيق ولا تُنزَّل. وعلى أجهزة أندرويد يُمنع تصوير شاشة التطبيق.

الرسائل النصية للمرضى

عندما ترسل جهة شريكة إحالة، قد يتلقى المريض رسالة نصية من المستشفى بشأنها، تُرسل عبر مزوّد الرسائل المرخّص لدى المستشفى في المملكة العربية السعودية.

مدة الحفظ

تُحفظ الإحالات والسجلات الطبية للمدة التي تتطلبها الأنظمة الصحية في المملكة. تُعطّل حسابات الموظفين بعد 90 يومًا دون استخدام، ويمكن للمستشفى حذفها عند الطلب.

حقوقك

بموجب نظام حماية البيانات الشخصية في المملكة يحق لك طلب الاطلاع على بياناتك الشخصية أو تصحيحها أو حذفها. يمكن للموظفين الراغبين في حذف حساباتهم، وللمرضى الذين لديهم استفسار عن بيانات إحالتهم، التواصل مع فريق التنسيق في مستشفى الصبح عبر sualtayeb@alsobh.com.
